Imposing a sanction by the United Nations Security Council under the United Nations Charter has been an effective and peaceful effort in addressing large problems  and resolving conflict between states. Over the years the council has worked on the reformation to be made o the initial law and process in adaptation to the current situation of humanitarian acts as to avoid negative effects caused by these acts.With the current world situation of increasing humanitarian crisis, the need of humanitarian exemptions is now or never in sanctioned regimes. Although SC has made resolutions over the humanitarian exemption in certain sanctioned jurisdictions, the regimes are still dealing with problems of widespread poverty and terrorism.Russia, as being one of the nations being sanctioned by various states across the globe, believes that certain reformation must be done to the current sanction policies under which these jurisdictions are placed. These humanitarian exemptions are needed for the maximum impact of the humanitarian aid on the people in need.Despite the fact that these exemptions may lead to the limitations in the humanitarian actions and there may be the rise in the difficulty in negotiation in certain condition of humanitarian aid, they help to provide legal clarity that help to facilitate the provision of humanitarian assistance. Russia believes that exemptions are important and highly required in the sanctioned jurisdiction for the betterment of the people who are suffering and are in need of aid.Russia proposes the following solutions to  the current situation of Humanitarian exemption:To establish a legal institution who keeps record of all the previous sanctioned regimes and develop integral laws and policies to be implemented to a particular regime.To provide a safe, legal and open field for negotiation for the humanitarian actors who come under the policies and laws by the institution previously mentioned. To amend the guidelines of the sanctioning committee making it more friendly for humanitarian actors.To maintain constant regulation of humanitarian assistance un sanctioned countriesThe conflict in Yemen between Houthis allied with the supporters of Yemen’s Former President Ali Abdullah Saleh and the current President  Abdrabbuh Mansur Hadi with the Saudi Arabian-led coalition has become a burning issue that has disrupted the global peace since 2011. In 2011 and 2012, the Security Council passed several resolutions in an attempt to solve the problem of Yemen focusing on the humanitarian situation, rise of extremist groups and illegal spread of weapons. In 2015, UN had brokered a humanitarian ceasefire in Yemen that was broken shortly after it came to force.The solution to the Yemen crisis is long overdue as prolonging to find the solution would only increase the current humanitarian problem Yemen is facing. As both the warring parties have caused great deal of crimes against humanity, the only logical option is for a diplomatic agreement and dialogue between the two parties at stake.Russia believes a military solution to the current status quo of the Yemen crisis is not a feasible option and strongly urges to establish a diplomatic process and dialogue between the concerned parties. We are not biased towards either of the parties and a has major concern about the global peace and security.In the past, although there have been attempts made by the Houthis to gain the support of Russia, Russia’s policy on Yemen has not changed since the Arab Springs where we did not directly get involved rather supported the Saudi-Arabia’s effort to mediate conflict resolution after 2011 election. Furthermore, our government wants to work towards the conflict resolution as suggested by the Ex-president of Yemen although it does not believe in the Coalition approach led by Saudi-Arabia as we believe that it has further deepened the humanitarian crisis and fragmented politically.In the brink of solving this humanitarian crisis at hand, Russia supports the following proposals for the Yemen crisis:A treaty to be signed by both of the parties which is inclusive and comprehensive in the supervision of the United Nations. The treaty must contain clauses that are supported and in favor of both parties.A diplomatic dialogue should be established between the parties against the extremist groups that have spread since 2011 resulting into negotiation taking place between them.An Agreement to be made to provide essential services and infrastructure along with the protection of the civilians that have been victims of the war proportionally.Protection for the humanitarian workers that provide assistance to the civilians that need support for their basic survival
